Assistance to Beneficiaries

The 2010 NATO/PfP Trust Fund (2010 NTF) program which will be carried out in partnership with the Ministry of Defence of Bosnia and Herzegovina will strengthen PERSPEKTIVA, the MoD Policy and Strategy document on Resettlement, with technical assistance to facilitate the social and economic reintegration of some 3,000 released personnel from the Armed Forces of Bosnia and Herzegovina who are released between 2010 and 2012 as a result of the Law on Service which limits to 35 years the age for active service. The 2010 NTF program shall contribute to their economic and social reinsertion through the provision of assistance in four different areas:

• Education/Training/Re-Qualification
• Business start-up and expansion,
• Agricultural business
• Employment/Job placement

Beneficiaries will be assisted through three Regional Resettlement Centres (RRCs), located in Sarajevo, Mostar, and Banja Luka. The 2010 NTF program will also develop specific activities aiming at further strengthening the assistance provided by the program through "sustainability initiatives" including further training, the establishment of cooperatives, joint projects and clusters. The methodology followed will be the Information, Referral and Counselling Services model already applied successfully under the previous NATO Trust Fund.

Strengthening the Capacity of the Ministry of Defence Structure on Resettlement

The capacity of the MoD, Personnel Transition Support Unit and RRC staff in resettlement activities was already targeted by the NTF program in 2009 as well as by further training provided by Norway and the United Kingdom. In particular, under the NTF program, IOM organized trainings aimed at transferring methodology and tools developed by the program (also captured in a Resettlement Manual).

Utilizing a combination of coaching, learning by doing and formal training, the NTF2 program will provide the MoD staff with an opportunity to give concrete application to the skills and expertise acquired through the above mentioned trainings. At a later stage, if additional funds will be made available by donors, further actions will be implemented to further expand the capacity of the MoD on resettlement issues.

Monitoring, Results Framework and Evaluation

Monitoring will be carried out on a regular basis 3 months after delivery of assistance. Each year, IOM will propose a Results Framework setting specific targets to be reached so that all stakeholders are able to follow the progress and analyze the results. An Interim and a final external evaluation will be conducted to evaluate the performance of the NATO Trust Fund.
