Measures to Support Transnational Cooperation to Prevent and Combat Trafficking and Irregular Migration: Enhancement of National Capacities in Counteracting Trafficking in 8 IOM Missions in the Eastern European and South Eastern Mediterranean Regions (Albania, Belarus, Bosnia-Herzegovina, Cyprus, AP Kosovo and Metohja, FYROM, Turkey and Ukraine)

Trafficking in human beings and irregular migration (smuggling of migrants) represent the most critical issues in the context of migration and human rights protection.  Both are closely linked to the geopolitical modifications that took place in the last two decades, which led to a progressively stronger interdependence among world economies. However, with respect to women, the migratory project is often accompanied by another serious violation: sexual exploitation.

Since the early nineties, the Italian Government has enforced prosecution and implemented victim’s assistance policies at a national level through legislation and prevention policies at an international level through the Ministry of Foreign Affairs and other entities (Ministry of Interior, Ministry of Labour, National Anti-Mafia Directorate), together with local associations and NGOs.  According to the US Department of State TIP (Trafficking In Persons) report, Italy is identified as being among the most active countries in the field of counter-trafficking and is gaining international recognition for its policies and practices.

THE PROJECT

The project aims to promote the so-called “Italian model” in counter-trafficking and assistance to victims, an approach that has successfully proved to balance criminal prosecution needs vis a vis victims protection needs.

Through the project a series of actions aimed at building and strengthening local capacities through research, training, prevention and awareness raising activities targeting law enforcement, judiciary forces and civil society in transit and origin countries will be implemented. Training activities will be carried out in close cooperation with the National Anti-Mafia Directorate and the Italian Specialized Task Force against organized crime.

PROJECT OBJECTIVES

The overall objectives of the project are to:

  • Build trans-national networks to combat trafficking in human beings and irregular migration;
  • Promote a humanitarian approach to the assistance of persons involved in trafficking and smuggling;
  • Support regional mechanisms to promote legal migration channels;
  • Reduce the exposure of particularly vulnerable social groups (women and minors) to the phenomena of trafficking and smuggling.

SPECIFIC PROJECT ACTIVITIES in BiH

  • Implementation of educational workshop in schools targeting children, parents and school management
  • Prevention and awareness-raising through the distribution of information materials produced as part of this project.
