Support to Migration Management Capacities

Bosnia and Herzegovina continues to face challenges in its progress towards accepted migration management standards and plans for eventual EU integration. A source, transit and destination country for both irregular and regular migration, the country has relatively young institutions in place responsible for migration management. High unemployment, geographical location, a weak economy, political instability, corruption, organised crime, porous and difficult to control borders, incomplete migration management mechanisms and social disillusionment all further impact upon BiH’s ability to effectively maintain stability, security and development.

The Support to Migration Management Capacities Programme

The programme provides the necessary human resources, technical and capacity building assistance to develop the institutional capacity of the Ministry of Security in the effective management of migration. Additionally, assistance is provided to the Ministry of Foreign Affairs and law enforcement authorities including the State Border Service, the State Investigation and Protection Agency, police, prosecutors and the judiciary, to ensure that all aspects of migration management are appropriately and adequately developed.

IOM works with the Ministry of Security to develop a sound and coordinated migration policy in conjunction with the necessary management procedures. The CARDS programme assists the Ministry to develop their institutional capacity by further establishing a well functioning Migration Sector and ensuring that the necessary administrative and procedural abilities exist.

IOM assists in the development and establishment of the necessary migration legislative framework and administrative procedures. IOM works to strengthen the legal basis for the management of migration processes in BiH by developing, as necessary, new legislation and by-laws and consolidating existing legislation and procedures in line with EU standards and practices.

IOM is supporting the establishment of a Reception Centre for the accommodation of irregular migrants. IOM provides advice, training and logistical support for the Ministry to ensure the relevant standards are upheld.

IOM works to fully integrate and consolidate the Migration Information System. IOM cooperates with counterparts to support the development of the electronic system to allow the Ministry to collect and analyze relevant information about non-citizens. This information will be used to develop migration policy, visa requirements and improve legislation and procedures.

IOM is helping to effectively implement the Service for Foreigners. To do so, IOM advises and assists on organisational, legislative and procedural issues in addition to creating a sustainable training curriculum.

ACTIVITIES

• organizing seminars and study visits for government officials to improve their knowledge and experience of migration related fields.
• supporting the development of a National Migration Policy.
• conducting trainings sessions to improve the professional skills of operational and management staff in areas covering all migration policing competencies.
• supporting and advising on the amendments to the Law on Movement and Stay of Aliens and Asylum and associated by-laws.
• deploying short-term consultants, expert in specific migration areas.
• providing advice and documentation with regard to the creation of a secure Reception Centre.
• donating specialist equipment.
