GENERAL RETURNS AND REINTEGRATION
BI-LATERAL RETURN
MECHANISMS
Under several bilateral agreements, IOM has been returning BiH
refugees to BiH from Denmark, Finland, Iceland, Ireland, Italy, Norway,
Netherlands, Sweden and the United Kingdom since 1996. Travel
arrangements are made by IOM in cooperation with Government counterparts
or IOM Missions; where necessary, transit assistance is provided through
the IOM network; IOM medical escorts accompanied returnees with serious
medical conditions. Costs are covered by the host country Government.
FARRN
At the request of the Government of the Netherlands, IOM administers a
Fund to Assist with the Re-installation of Returnees from the
Netherlands (FARRN). BiH returnees, formerly residing in the
Netherlands, can apply for a one-time grant that is meant to assist with
start-up costs during the transition period of reintegration in BiH. The
grant is mostly used by the returnees to repair or renovate their
homes. Returnees can apply for the payment of 4.215 BAM in the
Netherlands or in BiH. Launched in 1998, the FARRN project has so far
benefited a number of returnees from the Netherlands. The IOM Mission
in BiH is awaiting further funding from the Government of the
Netherlands for FARRN phase IV.
Voluntary Return Measures
within the Framework of the National Asylum Programme
IOM Rome signed a cooperation agreement with the Italian Ministry of
Interior within the National Asylum Plan, which foresee IOM's close
cooperation with GoI, UNHCR and the Association of Municipalities (ANCI)
in a comprehensive and systemic approach to accommodation, integration
and voluntary repatriation/ reintegration of asylum seekers and
beneficiaries of TPS. IOM's participation in the plan has been
discussed and coordinated with concerned national and international
partners. IOM Rome will be also assisting BiH nationals within this
project who will be returning mostly by car/boat. Each returnee will be
entitled to receive 400 BAM before departure in Rome. An exception will
be made for those returning by car where IOM Rome seeks IOM Sarajevo's
assistance to deliver such allowance upon return. All returnees will
receive travel expenses and a small fund amounting to 2.800 BAM is
allocated on a case by case basis, according to further assessment.
